My Bell siphon will not siphon help

When you say that the bell siphon will not siphon, what is happening? From the picture it looks like the water is just flowing through. Could the water coming into the system be flowing to slowly for the size of the siphon? What size of a siphon did you make? Is there a reducer on the top as that can help to start the drain process. Do you have any pictures of the siphon? Yeah, I know so many questions. :)
