can we use grow bed as a filter medium ?

Hello Every one There is one question regarding Aquaponic system as Im Planig to Make 1 For Indoor Fish Tank :

Tank Description 2.5 ft x 1.5 ft , Planted Tank with small fishes like 4 Guppies, 6 Tetra Neon , 1 Beta Fish , 3 Mollies.

1. can we use grow bed as only filter medium ?

2. What will be the consequences if we do do not grow any plant in Grow bed.
