Job openings closed to the unemployed

Legislation to ban discrimination against unemployed job applicants is moving through state houses in New York, Illinois and Michigan. Similar legislation has been introduced in Congress, and President Obama has sought to attach a provision to his American Jobs Act.
I find the last part about the congress and Obama interesting....
I recently read an article sent to me from a friend that works in the food service industry. In the article....the govt was helping restaraunts with $, if they hired un-employed VETS. Here was the 'catch'....the vets only qualified, as long as they had been un-employed less then 6 months.
Isn't that the same thing...?....just with a 'twist' ?
